As part of the ongoing efforts to improve security on board passenger aircraft, the Transportation Security Administration (TSA) has mandated new cargo screening requirements effective February 1, 2009. These new requirements will have an impact on the handling and processing of your shipments transported on passenger aircraft.
Complying with the 9/11 Commission Recommendations Act of 2007, on August 3, 2007, President Bush signed into the law the legislation requiring the Secretary of Homeland Security to establish a system for the industry to screen 100% of cargo transported on passenger aircraft at a level of security commensurate with the level of security of passenger checked baggage within three years.
In addition, the legislation set an interim milestone to screen 50% of all cargo shipped on a passenger aircraft beginning on February 1, 2009. The impact of the Act is that all cargo uplifted in the U.S. must be screened at the piece level by TSA approved methods prior to being loaded on to a passenger aircraft.
In compliance with these directives, effective February 1, 2009 all cargo moving via passenger aircraft traveling within the United States or from the United States to any international destination is subject to X-Ray screening, Explosive Trace Detection or Physical Inspection. This change is just one of many that must take place over the next 18 months, in order for our industry to be compliant with the 100% screening requirement for all air cargo by August 2010.
